Proposed Safety on Learner Transport (Wales) Measure
A Measure to make provision about safety on transport provided or otherwise secured by local authorities or governing bodies of maintained schools for the purpose of ensuring the attendance of children at places where they receive education or training; and for connected purposes. The Minister for Economy and Transport introduced the Measure in Plenary on September 21 2010. The proposed Measure has been referred to Legislation Committee No. 4.The Consultation opened on 28 September 2010, and closed on 5 November 2010. Stage 3 commenced on 4 February 2011 and concluded on 22 March 2011. Details of tabled amendments are available at: Stage 3 Amendments. The Measure was passed by the Assembly on 22 March 2011. It now awaits Royal approval.

Proposed Housing (Wales) Measure
Proposed by the Welsh Government. The proposed Housing (Wales) Measure makes provision to support the more effective delivery of affordable housing in Wales. The proposed Measure will take forward the commitment made in the One Wales coalition document enabling the Welsh Ministers, on application from a Local Housing Authority, to temporarily suspend the Right to Buy, the Preserved Right to Buy and the Right to Acquire held by tenants of a social housing provider in Wales, in areas of housing pressure. The proposed Measure will also provide Welsh Ministers with enhanced regulatory and intervention powers concerning the provision of housing by Registered Social Landlords. The Deputy Minister for Housing introduced the Measure in Plenary on November 23 2010. The Consultation opened on 24 November 2010 and closed on January 5 2011. Legislation Committee No.1 published its Stage 1 report on January 18 2011. Stage 2 commenced on 26 January 2011 and concluded on 16 February 2011. Stage 3 commenced on 17 February 2011 and concluded on 22 March 2011. Details of tabled amendments are available at: Stage 3 Amendments. The Measure was passed by the Assembly on 22 March 2011. It now awaits Royal approval.

Proposed Education (Wales) Measure
Proposed by the Welsh Government. The proposed Measure makes provision to put in place powers and duties to make collaboration commonplace in the education system, to improve school governance and to simplify the planning of school places in Wales. The proposed measure was introduced on December 6 2010 and a statement was made by the Minister for Children, Education and Lifelong Learning on December 8 2010. A consultation on the measure was opened on December 8 2011 and closed on January 5 2011. The Stage 1 Committee report was published by Legislation Committee No. 1 on January 21 2011. Following the Assembly’s agreement of the general principles of the proposed Measure, Stage 2 commenced on 2 February 2011. The Committee met on 2 March 2011 and considered and disposed of amendments to the proposed Measure. Stage 3 commenced on 3 March 2011 and concluded on 29 March 2011. Rights of children and young persons
The proposed Measure imposes a duty upon the Welsh Ministers and the First Minister to have due regard to the rights and obligations in the United Nations Convention on the Rights of the Child (UNCRC) and its Optional Protocols, when making decisions of a strategic nature about how to exercise functions which are exercisable by them. The Deputy Minister for Children introduced the Measure in Plenary on June 15 2010. Legislation Committee No.5 issued a call for evidence on the Measure, which closes on August 27 2010. The Committee’s Stage 1 report was published on October 26, and the Assembly has agreed on the measure’s general principles. The Rights of Children and Young People (Wales) Measure was passed by the Assembly on Tuesday 18 January. It now awaits Royal approval.

Domestic fire safety
A Measure of the National Assembly for Wales to require the provision of automatic fire suppression systems in new residential premises in Wales. Ann Jones AM introduced the Measure in Plenary on July 8 2010. Legislation Committee No 1 issued a call for evidence on the Measure which closes on September 3 2010. The Committee’s Stage 1 report was published on November 12, to see it click here. The Measure was passed by the Assembly on Wednesday 16 February 2011. The Measure will now need to receive Royal approval before becoming law.

Proposed Local Government (Wales) Measure
A Measure to make provision to strengthen the structures and working of local government in Wales at all levels, and to ensure that local councils reach out to and engage with all sectors of the communities they serve. The Minister for Social Justice and Local Government introduced the Measure in Plenary on July 13 2010. Legislation Committee No. 3 issued a call for evidence on the Measure, which closed on October 1 2010. A debate to approve the general principles of the measure was held on January 11 2011 where the Assembly agreed the general principles of the measure. Stage 3 commenced on 10 February 2011 and concluded on 15 March 2011 Details of tabled amendments are available at: Stage 3 Amendments. The Measure was passed by the Assembly on 15 March 2011.
